need some help asap

well first of all long time no post but uh cut too the chase 96 dakota 3.9 mag and when i start it up in the morins it ticks like a bitch like lifters maybe shell warm up and be fine i have a reall bad floater gas hand and my truck wants to like spit and sputter ever once and a while i do routine oil changes and there is plenty in it now
