i have '90 2w/d dak sport i am wanting to get it down 3/5 before i paint it (right now it looks like shit it is stock height with the factory paint but any way back to the question)
i am a little short of cash but i want it lowered can any one tell me how to get it down with out spending a fortuine.
any help will be appriciated.

You could do a 2/4 for pretty cheap. Get some 2" lowering springs up front (approx $150-200) and a 4" block out back. It isn't going to ride too smooth. If you don't care about ride, just cut off a coil in the front to save you the money. Just don't cut off too many coils.

i am not too worried about the ride for now i want the look to get me in a couple of amature shows to get more money to put into the truck.

if i cut the coils would i have to buy drop shocks or would it work with out them

You shouldn't have to, but you might want to. The shocks might bottom out when you hit a dip at speed. You will also have to trim down the bumpstops.

what about removing a leif spring from the rear how much drop am i lookin at by doing that and do you know of any adverse effects of doing that other than less towing capacity (but hell i aint towing with it)

your gonna want to remove the leaf springs Bubba. The leaf springs are mainly there to keep the axel from moving side to side or whatnot. You can however reduce the amount of leafs you have to about maybe 2or maybe one but that's probably pushing it too much.
