anyway to get a dakota ('98 reg cab) to lay or come close to laying frame without cutting a hole in the bed or raising the floor more than an inch or so.

Yep, on my previous truck, 97 Dakota reg, it layed the crossmember up front and the front leaf mounts in the rear. The leaf mounts stick down about 1-2" below the frame. On the ground the pumpkin was hitting the bed, but I didn't have to cut a hole.

Without bags - use some drop lower a-arms 3" dropped, and out in maybe a 1" drop spring in as well. For the rear, get some 5" drop shackles and hangers with the leafs too and some mini notches.

With bags- 2600 lb. bags all round, mini notch in the rear. Well you get the idea on this one.
